Driving Clean Transportation Forward in Nebraska
Across Nebraska, businesses, communities, and agencies recognize the urgency of reducing transportation emissions that affect air quality and public health. They also see the economic opportunity in helping families and businesses cut fuel costs. While many are aware of clean transportation technologies—the how, where, and when of implementation remain complex. Key decisions, such as fuel type, vehicle procurement, and fueling infrastructure, require thoughtful planning and collaboration across sectors.
That’s where NEC4 comes in.

The Nebraska Clean Cities and Communities Coalition (NEC4) was established in January 2025 as an independent, designated coalition of the U.S. Department of Energy's Clean Cities Program to advance clean transportation and alternative fuel solutions across Nebraska. NEC4 is housed at the Nebraska Transportation Center at the University of Nebraska–Lincoln, but it operates independently as part of a nationwide network of Clean Cities & Communities Coalitions serving 93% of the U.S. population.
Our mission is simple but powerful:
To accelerate the adoption of alternative fuels, advanced vehicle technologies, and sustainable transportation solutions across Nebraska.
We bring together public and private stakeholders—government agencies, fleet managers, utilities, fuel providers, researchers, environmental groups, and more—to align efforts, share resources, and coordinate strategy. By supporting a shared vision, we aim to help Nebraska make smarter investments in transportation, reduce costs, and strengthen the state’s economy—while reducing our environmental footprint and improving public health.
